AADO Debuts New Dispensing Ophthalmology Theatre
at the AAO Annual Meeting Exhibits in November.

The American Association of Dispensing Ophthalmologists will debut the “Dispensing Ophthalmology Theatre” at their Exhibit at the American Academy of Ophthalmology Annual Meeting, November 10 – 13, 2007 in New Orleans. 

The title of the AADO Theatre’s production is, “The Dispensing Ophthalmologist:  A Rising Star”   The Theatre will feature live and on-going information and educational presentations on all aspects of dispensing for ophthalmology practices.  All presentations in the Theatre are being taped. 

Attendance in the theatre is free.  However, since seating in the Theatre is limited,   attendees who sign up in advance or during the AAO conference and request to be seated for four or more of the Theatre presentations will be guaranteed seating.  In addition, attending four presentations will entitle the participant to receive the Theatre DVD and companion book “The Dispensing Ophthalmologist:  a Rising Star” at no charge.     

Attendees will also receive a certificate acknowledging the practice’s participation in the Theatre.  Theatre presentations will be interactive with the attendees, so that ophthalmologists and their staff will have plenty of opportunity to participate.

Vincent K Young MD, president of AADO said, “We are very excited about creating the new Dispensing Ophthalmology Theatre as a place where ophthalmologists and their staff can become informed, participate and network with ophthalmology practices that are dispensing or planning to dispense.  We urge you to make the Dispensing Ophthalmology Theatre a destination as part of your attendance at the AAO meeting.

 

AADO’s Theatre Production,“The Dispensing Ophthalmologist:  
A Rising Star” will be released on DVD

“The Dispensing Ophthalmologist:  A Rising Star” is a very appropriate title for our Theatre’s DVD release and accompanying book,”  said AADO Executive Director Pamela B Fritz.   She explained, “When it comes to optical dispensing, ophthalmology is truly the rising star, because ophthalmology is the fastest rising segment of providers that are growing the optical industry. “  Fritz, along with Dr Young and AADO Secretary, Kathy McNelis are among the founders of the AADO in 2000.   EyeMaginations will be the producer of the Theatre presentation and accompanying DVD.  EyeMaginations is the premier provider of state of the art 3D education and marketing software.
 “We are very excited to have the fabulous talents of the EyeMaginations team working with us to direct the Theatre and produce the first ever DVD for dispensing ophthalmologists,” said Pam Fritz.  “This company produces the quintessential software for the ophthalmic practice and dispensary.  Their exciting animation and graphics will lend great value to this production”, she added. 
In addition to EyeMaginations, some of the dispensing related companies who will participate in both the AADO Theatre and DVD/book are: Compulink, Fashion Optical Displays, Safilo, Tura, Hilco/Wilson, OfficeMate, ABB/Concise and United Vision Services.

DMERC Medicare Advisory Group.

Pamela B Fritz, Executive Director of the American Association of Dispensing Ophthalmologists, Inc., has been invited to join the “Provider Outreach and Education Advisory Group of NHIC (the National Health Insurance Company), which is the CMS (Centers for Medicare Services) Administrative Contractor for DMERC Region A, Medicare.  According to Medicare, “The primary purpose of the POE is to assist in the creation, implementation and review of supplier educational strategies and efforts”.  The POE serves as a supplier education consulting resource to the DME (Durable Medical Equipment) MAC (Medicare Administrative Contractor).

“It was a great opportunity for me to attend their recent meeting in Baltimore,” said Fritz. “Working directly with Medicare and the Region A  Contractor is an excellent way for me to keep on top of what is happening with DMEC as it affects vision care providers and suppliers of DMEPOS (Durable Medical Equipment Prosthetics and Orthotics Suppliers),” she stated.  “It appears that the optical industry’s vision care providers and suppliers have not participated directly with the DMERC Contractors”, said Fritz.    While there were many attendees representing health care organizations and prosthetic suppliers, vision related representation was noticeably absent.  Fritz intends to become very proactive with the Region A, NHIC Advisory Group. 

“From the ophthalmologist standpoint and for that matter, all DME vision care providers, including optometry and opticianry, post-cataract eyewear is vitally important as our baby boomer patients increasingly fall under the scope of Medicare”.  Said Fritz.  “It makes sense for the AADO to take the lead in working more closely with the DMERC Education Advisory groups as post cataract eyewear is usually a major portion of the ophthalmologist’s dispensary sales,” she added.

As a consultant to numerous ophthalmology practices throughout the country, Fritz plans to make sure that this network has access to information as quickly as possible. Navigating Medicare claims submissions for eyewear and ultimately, maximizing dispensary reimbursements can be very challenging.

Fritz plans to establish closer communication lines with not only Region A, but the 3 other DME Regional contractors, as well as, directly with Medicare.  In addition to NHIC, representative from CMS attend the advisory meetings.  

 “We plan to offer the Advisor Group the communication tools of AADO and my company, Ophthalmology Resources,” added Fritz.  Together, we have multiple web


sites (aado.net, ophthalmologyresources.com, dispensing ophthalmology.com) plus thousands of dispensing MD email addresses, access to the optical trade press and the up-coming AADO Dispensing Ophthalmology Theatre at the Academy of Ophthalmology Meeting, just to name a few of our communication resources, she concluded.

NHIC’s Region A staff administrators were eager to explore ways that they could most effectively communicate with vision care providers and suppliers.   Among the highlights of the meeting,  NHIC Region A reported that for claims processed from Jan through March, 96% of filings are through EDI processing.  Payments to suppliers are averaging a 30 day turnaround and 32% of filings submitted for processing by suppliers utilize their new NPI (National Provider Identifier) number. Two significant reports were the “Top Ten Claim Submission Errors” which addressed claim rejected upon submission and the   “Top Ten Return/Rejection Denials” which addressed claims that have been processed, but denied.  Fritz has requested a breakdown from NHIC of the these two tops ten reports with regards to how many of them were related to vision care providers and suppliers.  

Other discussions covered NPI implementation and the new CMS 1500 form.  Some important news developments included the fact  that the Medicare Ombudsman program has been replaced by “Outreach Specialists”;  the states of Maryland and DC now fall under Region A;  Cigna replaced Palmetto in Region C as the MAC (Medicare Administrative Contractor) starting on June 1;  Region A  released a revised Suppliers Manual at the end of May,  Region A has a new, more user friendly web site (www.medicarenhic.com) up which will strive to eliminate confusion.   The site will feature a new “Web Navigational Guide”. 

Look for more details in the “Dispensing Ophthalmology Enews” bulletin published by Ophthalmology Resources.  The AADO plan is to help Region A, and ultimately all the Region contractors, as well as, CMS to communicate more effectively with vision care providers and suppliers.

PCI Data Security Standards

Just when you think running your business cannot be any more complicated, we now all face a new challenge in the acceptance of credit cards.  Security of cardholder data is a hot topic and one that is NOT going away.  In today’s article, we’re going to give you the Data Security Standards set by Visa/MC for all merchants and hopefully a bit of insight and information to assist you in protecting your business from undue risk and liability associated with these compliance regulations.

First of all, let’s be clear-Visa and MC manages the entire credit card issuing and processing industry.  They set the rules we all must abide by and for the most part, as we all carry credit cards as well as accept them, we can see that there is purpose and intent to make a system designed to serve us all.  Recently, those rules have turned to protection of cardholder data relative to increasing cases around the country, in merchants of all shapes and sizes, where this data has been compromised.  We can all read almost weekly now of another high profile establishment that has had data stolen from their system-truly representing a possible loss to each and every one of us!  In response, the PCI Data Security Standards were established, and in fact today each and every merchant is REQUIRED to be compliant with these standards.  Not all of the standards are in fact relevant to ALL merchants (depending upon how you accept cards, how you transmit the transactions, how you receive responses, how you store the receipts, etc) BUT to figure out which likely pertain to you it’s going to take your time to review the items and consult with an expert to ensure you’re covered.

Where this subject gets even more complex than figuring out which items in fact are relevant to your business or practice, is that fact that you’ll need to consult with a CERTIFIED vendor to get more information and answer specific questions.  Visa/MC not only built the security standards, but then also set rules as to who in fact is suited to perform this consulting service with merchants; the companies that have done so are listed as certified and can be found on the Visa/MC web-sites.  For the convenience of our merchants, TransFirst has contracted with one of the largest and most successful of these certified vendors, Security Metrics, at a special rate.  For clients not yet using the TransFirst program available to the AADO Members, check with your existing processor for any similar service or contact TransFirst and we’ll be happy to provide information.   (To contact TF Health, please call Rene’ Buzicky at 800-577-8573 x160 or e-mail: rbuzicky@transfirst.com)

At this point, most of our TF Health merchants fall into a Level 4 qualification (again, another item set by Visa/MC!) meaning that you must be compliant BUT that the extra VALIDATION step where you PROVE you’re compliant is not yet formalized.  Right now, while we in our industry know it is coming, there is not a defined date where you must validate your compliance.   

So, in summary:
All merchants today are required to be compliant with the Security Standards listed below.  As you read through the items you’ll see they honestly make good business sense and are quite logical-they’ll be improving your business and protecting your patients/clients card data security and that’s important to all of us.
The threat of data compromise is not an idle one-it is happening today all around the world; the resulting lack of trust and credibility with cardholders coupled with fines being imposed by Visa/MC make this issue one that will not go way.  We all need to adapt our processes and adopt the standards as part of our normal operations.
Today most of you are not required to VALIDATE your compliance-but it is coming.  Best practice would be to begin reviewing this list, discussing with the preferred vendor we’ve provided for you or one of your choice, any areas of concern or asking questions as to which items pertain to you.  The resulting feedback then should not be a source of alarm, but should begin a work order/project for you to begin managing into your daily process flow.

PCI Data Security Standards
1-Install and maintain a firewall configuration to protect cardholder data.
2-Do not use vendor-supplied defaults for system passwords and other security parameters.
3-Protect stored cardholder data
4-Encrypt transmission of cardholder data across open, public networks
5-Use and regularly update anti-virus software
6-Develop and maintain secure systems and applications
7-Restict access to cardholder data by business need-to-know
8-Assign a unique ID to each person with computer access
9-Restrict physical access to cardholder data
10-Track and monitor all access to network resources and cardholder data
11-Regularly test security systems and processes
12-Maintain a policy that addresses information security.
